Version 3.0.6 Patch Notes

This update is to address something causing issues with online play.
That being said, here's some patch notes:
- Removed the existing move cooldown mechanic as I believe it wasn't syncing with rollbacks in online play
- Created a new cooldown system meant for the moves that desperately needed it.
- Apricot Sus (on the ground) has slightly more recovery
- 2G on the ground has more corner push
- 2K movement changed slightly
- Megaphone made unsafe on block/whiff
- Megaphone movement properties changed
